I wonder if it's because Gabriel is very painstaking about pursuing every option in his recordings, and Eno is supposedly more spontaneous? I suspect Gabriel wouldn't like having a performance or track erased just to clear the air and reduce the options in the mix.
I wouldn't have voted for "Fourteen Black Paintings" but it's a good example of his technique of "wander about for a few minutes to provide context for an epiphanic climax".

xpost If I had to guess I would say they likely have worked together more, but his contributions never made it on to a record. Kind of like how Bryan Ferry takes forever to record his records with dozens of different musicians, and the final product is a piecemeal combination of various takes and contributors.
