It looks like that in the photo, but it's really "the heavens declare". The same image can be found in a few places, including on this page: https://deebrestin.com/2014/05/the-lords-two-great-books-psalm-19/. Running an image search off that one hasn't taken me anywhere particularly useful though.

Seems like the best lead would be to try to identify that logo on the top of the letterhead and on the business card. Very blurry though.

I'm intrigued by the flip phone - who still has those? Google tells me they're still commonly used in Japan, but this obviously isn't Japan. I wonder if there are any regions in the US where they're more common?

Looking wintry and not so bible belt. Olde Worlde street lamps are quite distinctive, could be a clue. Grass is not very green, so somewhere that doesn't necessarily get a lot of rain. Another clue might be the strange way the double yellow lines start in one end in one line and start in another, that doesn't seem very typical

Have gone a street lamp rabbit hole and learned that the type featured here is known as a teardrop street lamp. But I can't find an exact match for it. Buildings all look administrative rather than commercial.

The double yellow looks like it's for a left turn lane (people driving right to left can only enter the lane when it goes single line, and likewise for people driving left to right). So maybe a short block but not unusual.

Looks too cold to be US South/Southwest (I think the grass is dead because it's winter, not low rainfall), and the main building in view looks more like a gov't or college facility than a business.

here’s the exact location, for those who crave that kind of information (like me)

when the Atlanta Court of Appeals was proposed, I went straight looking for the exact location and, not finding it, widened my search to further inside downtown Atlanta. so many buildings sort of looked like it, it just had to be there somewhere, right? but then when Grand Rapids came up, the buildings looked pretty similar as well. so I guess it was just a US look in general (I’ve never been there).
