I wish I could find it again but there's an amazing time travel sequence from 2009 onwards where there is a row of derelict houses, that then get knocked down, becomes a building site, is replaced with a new row of houses, and finally at least one of the houses starts to become derelict again

Trees look as though they might be olive trees. Assuming the elevated thoroughfare is a train line, I'm wondering why it has to be elevated in what looks like a flat terrain. In any case an expensive piece of infrastructure so I'm guessing we're looking at a relatively poor region but in a relatively rich country, so still checking out for southern Italy or Spain

Yes looking a lot less southern in this pic. It looks like a new-build train station somewhere rural, presumably just outside a city. I don't know about Italy, but in France, the newer TGV lines often have their stations somewhere rural, a short drive from the town/city it's associated with. Maybe Italy has something similar so we'd be looking at a relatively recently built high-speed rail station.

I may be wrong but the structure on the right (second pic) looks like a passageway for people and bikes to jump over a main road or highway, with the separators in the middle. Autostrada signs are green in Italy though.
Climate looks too dry for Northern Italy on first pic (olive trees and cacti, dry river). Pretty derelict infrastructure too.
