"'________' RULES OK!"

Not an expression used very often these days, and one that's always left me puzzled. What is the meaning of the "OK"? It surely can't mean "okay?" which sounds rather conciliatory after such a declaratve statment.

Anyone care to enlighten me?

Bold statement presupposing a warning of a threat? As in OK, you either agree with me/us or face your fate at the end of a dark alley type ultimatum.
